On Sunday, July 26,2020, a seven-judge panel of the Israeli Supreme Court will livestream its Further Hearing on its judgment in CA 7488/16 Zeligman v. Phoenix Insurance (May 31, 2018) in regard to deference to an agency's interpretation of its directives.

In Zeligman, the Court held that when an agency interprets its own regulatory directives, the Court will defer to that interpretation when it is reasonable, and consistent with the language of the directives. The Court will only deviate from that default position if it is persuaded that there are substantial reasons for rejecting the regulator's position, such as irrelevant considerations or a conflict of interest.
